Instagram is seeking a Public Policy Manager, Instagram (UK & Northern Europe).

The role will support all aspects of the EMEA public policy team’s work in the UK and Northern Europe region, through stakeholder management, identification and management of public policy issues impacting the company, managing research projects to support public policy strategy, and relationship building with a diverse range of stakeholders – government, academic, civil society. This includes working across a range of content and product areas such as wellbeing, privacy, child safety, and other social issues. The role will also cover the UK and Northern European regulatory environment and how it impacts Instagram’s business, ie: knowledge of regulatory bodies such as the UK Competition and Markets Authority. A key aspect will be helping to drive creative campaigns, together with the Instagram EMEA Policy Programme lead, that demonstrate the value of our platform to policy makers, key influencers, and consumers.


  • Identify, monitor, and analyse policy issues affecting Instagram in key markets across the EMEA region (with a focus on UK and the Northern European region in particular) and identify proactive strategies
  • Articulate Instagram positions on these policy issues in briefing papers, consultation responses and internal & external policy meetings
  • Work in partnership with local Facebook Public Policy team on the strategy for building relationships with policy makers, civil society and academics
  • Work with cross functional teams across Facebook and Instagram, including legal, content policy, product, partnerships, and communications and represent Instagram specific policy positions
  • Represent Instagram in meetings with external stakeholders
  • Communicate Instagram’s positions in public presentations across the region
  • Lead urgent escalations and enquiries on Instagram policy issues
  • Advise Instagram and Facebook global and subregional teams on public policy matters related to the EMEA region to guide development of products and policies
  • Work with cross functional teams across the company to ensure Instagram policy outreach in EMEA is advancing external understanding around key policy issues
  • Protect and enhance the reputation of Instagram, Facebook and their products
  • Manage the creation of communications, educational, and marketing materials to support policy priorities

Minimum Qualification

  • Minimum bachelors’ degree, post-graduate or professional degrees a plus in public policy, communications, or related field
  • Professional experience within the technology industry a plus
  • Public affairs, policy, and advocacy experience
  • Experience briefing & advising senior executives
  • Experience managing multiple projects and campaigns at the same time
  • Ability to work autonomously in a fast-paced, high-growth environment
  • Ability to think, plan, and execute resourcefully and creatively
  • Demonstrate good judgement and instincts
  • Knowledge of the Instagram community
